Paula is an experienced urban development and regeneration leader with 25 years experience in the UK, Europe and the Middle East. Paula works to secure positive outcomes locally, regionally, and nationally for communities, economies, and investors from large scale regeneration and infrastructure projects, with a focus on placemaking and long term future thinking, working across the public and private sectors.
Paula is currently leading the Harlow and Gilston Garden Town Partnership, with 23,000 homes in the pipeline, as well as being the Chair of Otterpool Park LLP, a new community being planned in Kent for 8,500 homes. Paula’s previous experience includes acting as Programme Director for a new vision and masterplan for the 10,000+ home development and reimagined town centre at Thamesmead Waterfront, one of the Government’s preferred new town locations, alongside roles at Euston supporting its redevelopment to accommodate HS2, and the transformation of the previous industrial land in East London into the Olympic Park.
Paula was part of the initial teams establishing both the Olympic Delivery Authority and the Old Oak Part Royal Development Corporation, and has previously led multidisciplinary masterplanning and urban design teams at Atkins and Prior + Partners, and cross country teams advising the European Investment Bank on urban development funds blending public and private finance.
Paula lives in Kent, and is the CoChair of the Board of Trustees for the Margate Creative Land Trust, which is supporting coastal regeneration by enabling creative communities to establish and thrive, and regularly participates in design review for a range of new community schemes in the South East.
Paula is a Chartered Planning and Development Surveyor with a BA (Hons) Economics, Masters in Social Policy, and MBA.
